The Portuguese Government will open, between May and June, a new Environmental Fund tender to support the purchase of electric vehicles, with an allocation of 20 million euros. The news, announced by the Minister of Environment, has reignited interest from those who were left out of the previous notice, sold out in hours at the end of 2025. But many entrepreneurs are asking: does this support also apply to companies?
The short answer is no. At least, not for the part that really matters to those who want to buy a car.
Who can apply for car support
The main incentive, which pays up to 4,000 or 5,000 euros per new 100% electric car (max price €38,500, or €55,000 for vehicles with more than five seats), has well-defined beneficiaries:
- Individuals: 4,000 euros
- IPSS (social solidarity institutions): 5,000 euros
- Local authorities: 5,000 euros
- Transport authorities: 5,000 euros
Private companies are not on this list. In practice, they are excluded from the direct State cheque to buy an electric passenger car.
What companies can actually request
Companies can apply for support for cargo bikes (electric or conventional), electric bikes, electric motorcycles and mopeds, electric tricycles and quadricycles, and other personal mobility devices. Values range between 500 and 1,500 euros per unit, with a limit of four vehicles per beneficiary.
The alternative: Green Mobility, Goods
The Environmental Fund has another program called Green Mobility, Goods, exclusively aimed at legal entities:
- Light commercial 100% electric vehicles (N1 category): 6,000 euros per unit, up to two vehicles
- Electric cargo bikes: up to 1,500 euros, limit of four units
- Conventional cargo bikes: up to 1,000 euros, also up to four units
Tax benefits still make the difference
Even without direct support, buying an electric car remains fiscally advantageous for a company:
- Total ISV exemption for 100% electric
- IUC exemption, regardless of vehicle year
- VAT deduction on purchase or leasing, within CIVA limits
- Reduced or zero autonomous taxation, depending on acquisition value
Tax savings on a mid-range electric vehicle can easily exceed the €5,000 the State gives to individuals, although spread over time.
Summary
The new €20M Environmental Fund tender opens in May/June, but only individuals, IPSS, local authorities and transport authorities qualify for the €4,000–€5,000 support for electric passenger cars. Companies should look at Green Mobility, Goods for light commercials, or focus on existing tax benefits.
Practical recommendation: monitor fundoambiental.pt as soon as the new notice is published, because previous allocations sold out the same day. Prepare all documentation in advance — submission order is what matters.
